The Cleaner, Greener Communities (CGC) Program is a competitive grant program to encourage communities to develop and implement regional sustainable growth strategies. The primary goal of the CGC Program is to encourage communities to develop regional sustainable growth strategies in such areas as emissions control, energy efficiency, renewable energy, low-carbon transportation, and other carbon reductions. Phase I of CGC provided funding to the 10 Regional Economic Development Council (REDC) regions in New York State (NYS) for the development of Regional Sustainability Plans. Phase II of CGC offers grant funding for projects that support the goals of each region’s respective sustainability planning effort. The CGC Program is funded with proceeds from the Regional Greenhouse Gas Initiative, the purpose of which is to lower carbon emissions in the participating states.

The New York Cleaner, Greener Communities Program empowers regions to create more sustainable communities by funding smart growth practices. Planning teams partnered with public and private experts across a wide range of fields, along with community residents, to lead the development of regional sustainability plans. This effort will guide integrated, sustainable solutions—from statewide investments to regional decision-making on land use, housing, transportation, infrastructure, energy, and environmental practices—to improve the quality of life for communities around the state.

Announced by Governor Cuomo in his 2011 State of the State Address, the Cleaner, Greener Communities Program is administered by the New York State Energy Research and Development Authority.
